Home rule, or devolution, for Scotland was an early promise delivered when the UK Labour government came to power in 1997. Tony Blair and his Scottish Secretary, the late Donald Dewar, put their plan for a Scottish Parliament within a United Kingdom to the people in a referendum and the first MSPs were elected in 1999. The new Parliament initially sat in a temporary home at the Mound in Edinburgh, although, there was also a special visit to Glasgow where plenary sessions were held in the chamber of the old Strathclyde Regional Council in this constituency.
In September 2004 the Scottish Parliament opened in a permanent home, Holyrood, at the foot of Edinburgh's Royal Mile and since then I have welcomed hundreds of constituents to visit the building, listen to debates or to lobby me on an issue of concern to them.

The Scottish Parliament and MSPs are responsible for a wide range of 'devolved issues' including health, justice, education, local government, the environment, culture and even sport.
The UK Parliament, which sits at Westminster, is responsible for 'reserved issues' such as defence, foreign policy, social security and pensions. Scotland continues to be represented in London by our MPs who are elected separately from MSPs.
Glasgow City Council provides a range of front-line services such as schools, social work, roads and lighting.
As your MSP, you can contact me for assistance on any issue which is dealt with by the Scottish Parliament. You should contact your MP to discuss national UK issues, such as immigration or benefits, and contact your councillors for help with local Glasgow services.
In the Scottish Parliament I currently serve in the Shadow Cabinet as Shadow Secretary for Europe, External Affairs and Culture and as the Scottish Labour Party's Spokesperson on the Constitution but I also speak out on a wide range of issues of concern to local people in Glasgow Kelvin such as student hardship, affordable housing, public transport and the environment.
